Abstract
The review of Theil’s work serves as a vantage point for elucidating the underlying theory behind the evolution of ultra-conservative political cultures and institutional practices in North America. The analysis identifies the features of a 'parallel state' that conditions contemporary national institutional frameworks, legislative praxis, and policymaking. Furthermore, it outlines the prospective task of jurists in relation to these novel issues emerging in contemporary public law.
