Abstract

This essay aims to examine the initiation phase of the administrative procedure within the structure of the administrative function, which is assumed to have a procedural character. From this perspective, the initiation of the procedure corresponds to the submission of a proper procedural claim, together with all the consequences that follow therefrom.
