The necessary anthropocentric reading of the 4.0 revolution

Abstract

The contribution analyzes the path that led to the digitalization of the Public Administration, focusing on the advantages and critical issues related to technological innovation, in the light of recent case law and the concrete forms of use of digital during the Covid-19 pandemic. The advent of the 4.0 revolution has overwhelmed the public sector and all the actors involved in it, determining, inevitably, an incisive transformation of the tools and methods of intervention generally used. Indeed, the computer-based administrative procedure is about to become the ordinary way of issuing administrative measures as it is functional to the implementation of the criteria of efficiency and cost-effectiveness; computer-based tools represent, by now, the primary PA PERSONA E AMMINISTRAZIONE Ricerche Giuridiche sull’Amministrazione e l’Economia 574 means for the implementation of administrative action. Moreover, the use of digital technology has averted the general paralysis of the country during the most acute phase of the pandemic, allowing the public administration to continue its activities aimed at satisfying the public interest. The revolution now underway offers a range of opportunities for strengthening the public sector. However, if not guided by an anthropocentric vision, it risks undermining the value that permeates the entire legal system: the person.
