Abstract
The contribution aims to analyze the systematic reference framework regarding local autonomies and administrative organization, also in the light of the evidence that European and national institutions have had to face following the outcome of the health emergency caused by the Covid[1]19 Pandemic. research focuses mainly on the issues of administrative decentralization, “differentiated regionalism” and the principle of subsidiarity. The indications provided by the European Union for the implementation of the Recovery Plan seem to induce States to promote interventions, with a view to the digital and environmental transition, mainly aimed at social cohesion and raising the level of well-being of citizens, also through the (qualitative and quantitative) strengthening of personal services.
