Abstract
In the variegated panorama of legislative techniques, an important place is occupied by the reorganization of the existing legislation: the legislative system "recomposed" in this way is potentially more effective in the protection of rights, increasing its ability to impact on reality.
The contribution therefore links this theme to that of inequality, taking its cue from an ambitious bill on disability, which was approved and communicated following a Council of Ministers meeting in 2019 (first Conte Government) but not subsequently submitted to Parliament.
