The unsolved issues of Italian regionalism

Abstract

The purpose of this contribution is to renew the reflections on the slow implementation of Italian regionalism. After the famous reform of Title V of the Constitution, the principle of loyal cooperation that governs the relations between the State and the Regions has undoubtedly been influenced by its performance and by the evolution of the jurisprudential elaboration of the Court. In this perspective, the pandemic represents a useful element of analysis to understand how dynamics are evolving towards "a centripetal structure with reduced loyal cooperation."
