Abstract

The essay examines the evolution of performance management in public administration, highlighting the shift from the traditional bureaucratic model towards an approach centered on results and the creation of public value. Particular emphasis is placed on measurement indicators, organizational competencies, and the role of human capital in shaping a resilient and transparent administration. The analysis reveals the shortcomings of the traditional model and underscores the need for an innovative paradigm that integrates digitalization, sustainability, and accountability, thereby enhancing the capacity of institutions to respond effectively to the economic, social, and environmental challenges of the contemporary landscape.
