Abstract

Although it is difficult to draw up a complete profile of the European regulatory statute, it is clear that regulatory intervention is extensive in terms of the forms of intervention, starting with the law and ending with the relevant implementing acts, that it is independent, that it accompanies market discipline with models of social regulation, that it is both conditional and prescriptive, that it is applied according to co-administration methods, that it is at the same time planning, programming and incentivising and, finally, that it is the result of the involvement of interested parties in a logic of dialogue under the control of the public authority. Is it therefore necessary to reduce European bureaucracy? Perhaps, but the Union is also called upon to defend its sovereignty and the regulatory approach that is an important part of it.
