Abstract
The paper analyzes the process of territorial healthcare reform culminated with the Ministerial Decree no. 77/2022 approval. Taking health as a privileged point of view of observation to assess the feasibility of the new territorial health integrated model, the study proposes some corrections necessary to create the conditions to ensure a more equitable distribution of resources devoted to investments aimed at guaranteeing equality in the enjoyment of fundamental social rights which is the essential condition for the survival of the NHS. The aim is safeguarding the unity in differentiation and regulating the governance processes leading service organization and management and the removal of the causes worsening social services devoted to the persons also due to the excessive fragmentation and inconsistency of the sectorial regulation conditioning their implementation and effectiveness.
