Abstract
The reform of the public administration is a final goal of the PNRR to the extent that an efficiency gain of the administrative machinery is necessary to increase the productivity of the Italian economy which is the main purpose of the plan. The reform is also a first goal because the achievement of final goals requires an increase in public administrative effectiveness. Taking into account the non fully satisfactory results of structural reform initiatives that first begun in 1990s, the Government decided not to continue on that path, but to focus its action on simplifying specific procedures, on shortening decision-making deadlines, on supporting staff and skills of local authorities in implementation, on a new management of public personnel, and on a governance that allows the National Government to replace public offices at all levels when they slow down the executive procedure. All this should happen in an overall framework of digitization that is expected to provide the channels for efficiency. The risk of this strategy is that the strong orientation to spending power leads to neglect the quality of spending, which will be instead crucial when public resources will become scarce again.
