Abstract
Law no. 198/2025 rewrote the safety and health disciplin of volunteers in civil protection organizations, creating a special, dedicated legal framework that remains within Legislative Decree 81/2008 but differs in subjects, contents, responsibilities, and sanctioning system. This article explores the innovations, starting with the redefinition of the volunteer; identifies its absolutely exclusive scope of application; analyzes the content of the obligations and their difference from employment-based obligations under Decree 81/2008; examines the new sanctioning system. What emerges is the creation of an absolutely special prevention system for civil protection volunteers, in which the internal organization of the institutions assumes decisive importance and the positions of guarantee go beyond the predefined scheme typical of safety and health that regulates the world of work.
