Abstract
The paper critically examines the regulatory framework governing the Italian credit-based certification system applicable to companies and self-employed workers operating in the construction sector, in light of the relevant legislative and regulatory provisions, as well as the operational guidelines issued by the National Labour Inspectorate. In particular, by highlighting its potential practical challenges, the essay raises doubts about the actual capacity of the credit-based certification to function as an effective and efficient health and safety preventive measure within temporary and mobile construction sites.
