Abstract
The essay analyzes the mechanism of social conditionality introduced by the CAP 2023-2027, which entails a reduction in European funding allocated to economic operators in agriculture if they fail to comply with certain non-negotiable legal norms, including those concerning the health and safety of workers. Specifically, it aims to verify whether the institution is capable of strengthening the guarantee position of the agricultural employer. If the social conditionality, as introduced by the European legislator, already presents some critical issues, the shortcomings of the implementing decree appear even more significant, as it does not seem particularly compliant with Union prescriptions
