Abstract
The paper analyzes Kohl’s strategy to overcome the mistrust of the European partners in the face of reunification. Regarding security in Europe, Andreotti’s concerns were linked to compliance with Helsinki’s Final Act. The relations between the two statesmen wavered from cordial friendship to profound misunderstanding, until the final appeasement. The Italian presidency of the Intergovernmental Conferences for Monetary and Political Union responded to Rome’s fears of marginalization.
