Abstract
When dealing with German reuni cation, Andreotti shared the fears of a generation of rulers who had experienced Nazism. And their questions: What will happen to Helsinki’s balance of power? What role could reuni ed Germany play? A solid European integration was necessary to avoid an overly strong Germany. The paper considers the ‘2+4’ formula and Italy’s concerns to be marginalized. Kohl and Mitterrand aimed to strengthen the Community not only economically but also politically. Italian presidency played a role in the two intergovernmental conferences.
