Abstract
In 1989 the US aimed at a European order based on a unified Germany within NATO and a united Europe within the European Union. The USSR was reassured about its political, diplomatic, and economic security. The paper deals, moreover, with the ‘2+4’ diplomatic formula (the two Germanys and the victorious Nations); the absence of US commitment to prevent the eastward enlargement of NATO. Many knots were left untied.
